See Genuki

Seems a more obvious place than Cumberland.

I think I will move this from Cumberland to a Scottish board as you may get more help there.

Have you got any census records to give his place of birth?

Hello
For a bit of help since you don't know the area very well:
Arthuret is the parish of Longtown, in Cumberland, England - Andrew won't have a birth certificate from that date, but does look like he was the one baptised at Arthuret, son of David Graham of Stagmire (which is in Longtown) and Elizabeth Young of Canonbie NB. Than's all the information there is, there is NO certificate, just a record of baptism.

NB meant North Britain, which is how the Cumberland parish register refers to Scotland.
So Andrew was probably born in Canonbie, where his mother lived, but baptised in England.

Could Andrews's father have lived at Mossband? There was a David Graham of Mossband mentioned later in the parish records.
