Are you trying to find a birth certificate for a person (other than yourself) who is still alive? You won't find the birth records online but as far as I know you can check the GRO indexes  and/or order the certificates. Someone more familiar with these records will likely be able to post on here the contact details.

Birth and marriage certificates for living people other than yourself can be purchased from registrars. I have copies of my parents' and my siblings' records, I also got copies of my grandparents' certificates whilst some of them were still alive.

Coming from a rural area where the registrars know me and my family I have been able to purchase copy certificates without question or query, however I understand that registrars are entitled to ask why you want the certificates of people living or dead, to ask for proof of the legitimacy of your request and to refuse to issue certificates if they have reason to doubt that your request is for a legitimate reason; for example if they think that you want a certificate for the purposes of fraud, personification or identity theft.
