michael o'toole born in waterford circa 1870 and mary condon born waterford circa 1872. Married and had 11 children in cardiff so any living ancestors out there???

Do you mean living descendants rather than ancestors? If they lived in Cardiff descendants would be found in Welsh records.
If you mean that you are looking for living relatives then the connection with Waterford goes back quite a long time ago and without more information you'll probably have trouble finding relatives.
