Looking at the name of his eldest son William Henry Wilcox I did wonder if this may be worth a look.

There are no siblings.

West Bromwich has a large glass making community in the Spon lane area and east of the town Centre.There is /was Chance Glassworks nearby  and many of the community came down from Scotland to work in the industry.
I can't spot him on the census but worth a look?
