Have you checked the original entry for 1901? I have found the ages on the index are different to the original. Could the age be 28 if so this could be him and his family in 1881.

Look at parents and sibling names were any of his children named after them.

First, being a novice to family research, I'm overwhelmed
with all the help given to me by Roots Chat members. So
many people go to so much trouble and I am most grateful.

I'm reasonably confident the 1901 Census, RG13, Piece 4084, Folio 82, Page 10, Schedule 66  is the Thomas Hartley of Heponstall I am after    A key name is a
daughter  Mary (my grandmother) born in 1893 and
which does not fit with the details you have given for 1881.
