1891 Census - Anyone read this French placename?

Hi,

 Please can anybody read this French birthplace? It's from the 1891 census of Epping, Essex for a Josephine Collin.

 I have her on the 1901 census but she is not as specific with her birthplace, simply says 'France - French Subject'.

France Dep' Le L??? Cambrai - maybe??

I think it might be Dep La Somme, Cambrai

I thought it was "Dept. de La Seine, Cambrai?"

FindMyPast says "Dep. La Seine Comlevoie", but there's no such place.
The image is a lot clearer on FindMyPast, and I reckon it's Courbevoie/Seine.

It does look more like Seine but  that doesn't fit with Cambrai, which is much further north. On the CWGC sites, it comes within the Nord pas de Calais Dept but Wiki names it on the Dep La Somme.

I like Courbevoie/Seine though.

The first word will likely be Departement, an administrative division similar to a county.

But the Dept of the Somme is its own Dept, and isn't in Cambrai.

How about Dep[t] La Loire, Cordemais.

Sorry, do not agree with Somme. The first letter looks the same as the 'L' of Le.

I cannot come up with any better idea, but might this help?

Here's the same image from FindMyPast. Pretty sure it's Courbevoie, Dep. de la [Haut-]Seine.
