What Are These Initials?

My sister bought an old bridle for her Suffolk Punch horse, and she has asked me to post this picture of the initials on the blinkers.

No family interest attached to the initials, she would just like to know what they are.

I see J H S too. This type of engraving is so ornate as to be almost illegible. I have a signet ring of my father's similarly engraved, almost impossible to read his initials, and I know what they are!
