This looks like Ruth.

1861 - FINCH, Ruth - b. 1860 - residing at Wolverhampton, Staffordshire

.... and

1851 - FINCH, Fanny - b. 1845 - Wolverhampton

I don't see a "Fanny FINCH" of the correct age in 1861 at Wolverhampton, but possibly she was working away from home?   The following may be her ?

1861 - FUNCH [sic], Fanny - b. 1845 - residing Walsall, Staffs.

Hi Lucy, thanks for all of that.  Yes, I do have the drowning article.  My mother in law told us years ago that her grandmother's sister had drowned but the times and locations weren't quite right.  Good to know we have the right info now though.  Those other census dates just don't gell so it does make it difficult to get the connection back to the UK.  Will keep trying though.

Perhaps you could tell us the nature of problem you have (why dates don't gell) with the census entries ?   

*  Are Ruth's parents firmly established as being Thomas and Sarah ?

Thanks folks, your information is very helpful.  I hadn't confirmed the name of Ruth's parents.  Quite possible that Fanny was living away from home as a nanny, even at 15.
