Each birth, marriage and death in Victoria [and elsewhere for that matter] has a registration number.  This number is essential along with the year of the event, if you wish to purchase a certificate.  It is good genealogy practice to always record the registration number when entering or recording the event in your family tree programme.  If you choose to place your tree on the web it indicates the source of your information.  I am sure many other chatters will add to this rather crude explanation ;D
