Can anybody indentify this photo please?

My GGF James MURRAY was born 1858 in Ellesmere, Shropshire and died 1920 in Whitchurch, Shropshire. He was a blacksmith/engineer/fitter.

Does anybody recognise where the photo of him sitting with other workers was taken? He is sitting front right. The 2 women in the middle of the front row look much better dressed than everyone else. Did they own the firm? If I could find out who he worked for, I could start searching for his apprentice papers.
