Is it Derby City Council or Derbyshire County Council that are responsible for Registration services within Derby itself?

I found out by googling that the City Council apparently are responsible for local BMD registration in Derby itself.

The object of the exercise was to find out whether they have useful Indexes like some Councils do.The intention was to find out some middle names of some relatives in order to help find info.
