1841 Census "No Papers" What does it mean?

I have a William Cosham (Mistranscribed as Coaham) on the 1841 census which appears to say "No Papers" by his and the wifes names.

I'm wondering if it's refering to marriage papers as the wife is Mary and should be Emma but I can't find a second marriage for him to a Mary.

Can anyone help me with what it means?

I can't help with what "No Paper" means, but I did notice that most of the other households on that page are noted with the same thing - something to do with the census papers, perhaps? 

We don't know whether Mary is William's wife - no relationships are shown on the 1841 census.  Having said that, it might well be her, and the name was mistakenly written by the enumerator as Mary instead of Emma...

Not much help, am I!  ;D

It probably means that they hadn't completed the census form

Thanks Prue, good point, it could just be a person. Maybe a sister or something.

ShaunJ. If someone didn't complete the census form wouldn't they be missing from the census entirely?  I've never really looked into how this stuff worked.

The enumerator's instructions were to "Insert, without distinction or omission, every living person who abode or slept in each house". So if the householder hadn't filled in the form he would presumably have to get the information by interview.

In that era, with the level of illiteracy I would guess that most records had to be inserted by the enumerator in some districts.
