Hi

It would depend on whether there was intent to do harm and the age of the children involved.

'The age of criminal responsibility in many European countries ranges between 14 and 16, but in England, Wales and Northern Ireland remains at 10.
In Scotland, the age is currently eight, but legislation is being passed to raise it to 12.'

my partners 4x gt uncle (i think) was up for manslaughter but the case was thrown out, after some searching it transpired he was an omnibus driver and he had knocked down and killed a little boy Walter Radman but the witnesses couldn't agree if he was driving on the wrong side of the carriage way or not.

Reynold's Newspaper, Sunday 31 August 1890:

A Fatal Joke

Mr. Wynne E. Baxter, Coroner, held an inquiry at the London Hospital, Whitechapel-road, concerning the death of Martha Eliza Chalkley, aged sixty-three years, the wife of a painter, residing at 6, Type-street, Green-street, Bethnal Green, who died on Tuesday night in the above hospital from the effects of injuries alleged to have been received by being pushed under a bus by two boys, whose names at present have not been ascertained.  Henry Geo. Baker, of 39, Preston-street, Bethnal Green, deposed that on Tuesday last, he was in conversation with deceased about nine o'clock in Green-street. She was quite sober. They were walking towards the Salmon and Ball, and on arriving at 218, Green-street, some boys were aiming peas pudding at some girls inside the shop, the latter came out, and the boys ran away, and in doing so, knocked deceased into the roadway, a bus came up at the same time, and deceased fell under the horses' feet. The driver of the 'bus shouted, but both wheels went over her legs. Witness picked her up, and two gentlemen took her to Dr. Holland's surgery, whilst witness ran and fetched her husband. By the Coroner: He did not know either the girls or boys. The driver could not have avoided the accident. Police-constable Standen, 110 J, took the deceased to the hospital. A number of other witnesses were in attendance, but the Coroner remarked that it was unnecessary to call them, as the occurrence appeared to be quite accident, Sergeant Hall, of the J Division, who was present, stated that every inquiry had been made, but no trace of the boys could be discovered, and the jury returned a verdict of "Accidental Death".

Wynne E. Baxter was the Coroner for the County of London, and a man fairly infamous at the time as he was responsible for most of the Jack the Ripper victims inquests held in autumn of 1888. I believe the soliciters are connected to him in someway through his family.
