who are these people?

found in grandmothers box of old photos.
no writing on back
Indiana or Indianapolis
Possible surnames:
McBroom / Todd
Foltz / Ault

Can not ID them but feel they are related family

I don't know what the date is but was wondering what the badge was that the older male sporting on his belt. Maybe this could help identify a date. ;)

Interesting about the badge Bilge - I hadn't noticed it before.
