Here's the 1901 census for who I believe is the Charles Willcox you are researching -
Geo W Lewis, head, age 30, Timberman (below) b. Camerton, Somerset
Emmeline Lewis, wife, age 30, b. Rochester, Kent
Ellen Mar Lewis, sister, age 18, domestic servant, Camerton, Somerset
Samuel Crosser, boarder, age 31, coal ? above, b. Herefordshire
Mark Ford, boarder, age 19, coal miner, b. Wellow, Somerset
Charles Willcox, boarder, age 19, coal miner, b.Wellow, SomersetLiving at 32 Griffin Street, Abertillery, Monmouth.
In 1899 there was an acrimonious dispute about the terms and conditions of miners in the area that Charles could have been a miner. So possibly he left that area and moved to another mining area by 1901.

I've had a brief look for a Sarah Heal born c1856, Radstock. This
maybe the one
1861 census - living at Radstock, RG9/1681/34/13
Isaac Heal, head age 32, miner, b. Midsomer Norton, Somerset
Mary Ann Heal, wife, age 28, b. Radstock, Somerset
Dinah Heal, dau, age 8 , b. Radstock, Somerset
Sarah Heal, dau, age 6, b. Radstock, Somerset
Thomas Heal, son, age 3, Radstock, Somerset
The above Sarah is still with her family on the 1871 census (aged 15) with the addition of more siblings but is not with the family on the 1881 census. As Sarah Heal and Job Willcox married in 1880 this could explain why the above Sarah is not with her family. The only real way of proving this theory is to purchase the marriage certificate of Job and Sarah which would give their parents names.
