1901 Census

Does anyone know if the 1901 Census is complete.
 I have found my family in Albert St in Clonmel in the 1911 census, I believe they were still living there in 1901 but Albert St does not appear, other roads /streets also seem to be missing.
General search does not reveal anything.
Byrne, Whelan, Sweeney. Marlfield & Clonmel
Cullen,  Breen.  New Ross
Hambrook, Essex
Broughton, London
Cole, London
Mills, London

You could contact the National archives and ask. They have a notice to say some townlands etc are missing were never microfilmed so were not digitised . See
