There's a couple of CROLL children in the Westminster/Camden areas born to a James CROLL and Hannah.

One was a Caroline CROLL, baptised 10 Jul 1822, and a Henry CROLL, baptised 15 Sep 1824.

James CROLL described himself as a pencil maker. 

No sign of a William, though, but CROLL is a name which is easily mis-transcribed  :)
