I don't know whether this is any good to you, I found it on the 1871 census RG10 117 fo. 34 page 22.

The married visitor daughter Eliz. [Elizabeth?] Cater is the correct age!

Eliza Burrells head aged 37
Eliza Cater married daughter aged 30 b Middx
John Burrells son 29 born London
Ed Burrells son 23 born Middx
Josiah Burrells son 21 born Middx
Eliz. Cater married daughter a visitor aged 25 born Essex
James Osborn visitor married aged 45.

They were living at 42, Johnson Street, St. John the Evangelist, Westminster.   Anna

No I don't think that is them.  I have found Eliza married to Henry Brinde Cater.  They are all however in the same area.  Probably related.  There are lots in Norfolk, as you have already noted.

I had a look on the 1881 and find that you have mistranscribed William and Elizabeth's ages.  It shows William as aged 34 and Elizabeth aged 40.  Fanny by the way is aged 15.  I will have another look bearing these ages in mind.  Not too hopeful, as you have already seen that they seem to have disappeard off the face of the earth!  Anna

I was fairly tired when I put the message on last night, so I'm not surprised I got something wrong.  I hope we can find them!  I'm trying all sorts of strange spellings of Cater!

1861 census rg9 330 109 13
William Cater aged 14 born City of London as per 1881 census with parents and other siblings
Elizabeth Rebecca GOODIN (19) Marries James Beaver (20) 23.6.1863 St Giles
They have at least 3 children James William Reuben bap 30.7.1865, John James bap 14.7.1867 and Robert bap 27.6.1869. By 1871 ref rg10 1638 99 1 Elizabeth Rebecca Beaver is allegedly unmarried.

14.10.1872 William Cater marries a Rebecca Goodin St John's Waterloo- Williams father is James Cater-file cutter (as per 1861 census) As the birth cert of Eliza records mother as Cater late JAMES formerly GOODING. I think the James bit is her first husband's first name.

Any comments re I'm mad are welcome. Will now look for William Cater 1871 census.

Courtesy Free BMD again:

William Cater born West London June 1847. (Ref. 2 219).  This however doesn't help with a marriage, but the age seems right.  Where were they all on other census' I wonder?  Did they emigrate? but this doesn't account for them missing on the 1871.

Are you sure that you got the correct Eliza Cater's birth certificate.  It might be worthwhile getting the birth certificate of Annie Cater as well, to see if their parents match.  Another £9.25 though!!!!

1881 census Elizabeth is 40 as stated.Fanny is 15 Mary 14. Elizabeth 12 states -Imbecile William's occupation is given as Firewood dealer.
