Can you find these two families in 1871 in Chester road Brownhills, Rebecca might be at Anchor Inn Public house.

Thomas Woodhouse, son, 18, born Shenstone
Rebecca Woodhouse, dau, 17,       "
John Woodhouse, son, 14               "

Sorry, couldn't see Charlotte, but there was another Woodhouse family at the Royal Oak.

Louisa Woodhouse, wife, 54,                            born Brownhills
William Woodhouse, son, 15, Farmer's son, born Shire Oak
Mary Louisa Woodhouse,grand dau, 6, Scholar, born Shire Oak
 + Louisa Craddock, 'relative', 13, general servant (domestic), born Shire Oak

Maybe John was an older brother of Thomas - both in the same line of work :-\
