Hereford Gaol 1911 census

Peter Garner was listed on the 1911 census as being resident in Hereford Gaol.  Inmate? Warder? Working?
He was born in Frodsham, Cheshire in 1874 and was a journeyman bricklayer by trade.
How can I find out:
1. which of the above was he?
2. If an inmate, what crime / sentence was?
3. Where the crime was committed, ie was it local to Frodsham or Hereford or somewhere else entirely?

Advice / guidance would be appreciated

He was an Inmate/Prisoner

try this www.herefordshire.gov.uk/leisure/archives/3584.asp they will be able to tell you what or if records are available for h jail for that period in there blurb it mentions the qtr sessions and petty sessions so presumably there are some records available
