The first census available with names included (ie of any use to family historians) is from 1841.  hence that is the earliest produced commercially.

The 1841 Census is in Gloucester Public Library. You'll need to make an appointment. The phone number is 0452-426977 or 426979. There you'll only have to pay for photocopies.
