Fines for non-registration of births were not introduced until 1875.
If he can be found on the 1841 census then you would know his arrival was pre that date. The 1841 census is harder to search and singleton males can be more difficult to find. Otherwise you know his arrival was pre his marriage date which might in the end be the best that can be done.

The records held by The National Archives - check immigrants and passengers. Unlikely he obtained naturalisation and if so it should state it on the censuses.
