Perhaps your image/photo is a low resolution to start with, scanning at a high resolution wont improve a bad image ;but makes the best of what's there to start with.  :)

ps. it may help to wear a crash helmet to prevent further hair loss  :D :D
GUIDE FOR PHOTO RESTORATIONS PLEASE MAKE SURE YOUR SCANNER BED IS CLEAN AND SCAN AT A RESOLUTION OF 300-600 WITH THE SCALE AT 100% MINIMUM.

If you would like a coloured version, details such as hair colour , eyes and clothing etc.  if known  would be helpful to restorers

you could well be right, it's a very old photo - almost as old as me - and it's small in size.
