Sorry, I have no idea whether Sampson had any siblings. (Though it doesn't seem to me they would be the same generation as your ggfather, would they?)
I have transcribed the household from the 1891 Census and there are just the people I mentioned. Couldn't find Sampson on the 1901 Census either. You may want to check the www.familysearch.org site where the 1881 census is free to search whether you can spot him.
To know whose children Thomas etc. were exactly, only their birth certificate would tell (perhaps! - and they cost 7 Pounds). Please do try and ask your dad anything he remembers though, especially names and (at least approximative) dates before you head into your search. Mary Ann is a very common name after all, and there are quite many Keelings around too, so you might just as well be following a wrong line. It might be worth to check the GRO index for the generations you know for sure and work backwards. For instance: do you know how old Harold was exactly when he died in 1955 etc.

Amanda - do you know the Staffordshire BMD site? They have quite a lot of data you wouldn't find on FreeBms. Definitely worth a search : www.staffordshirebmd.org.uk

Also named in the workhouse of 1901 is a:
William Keeling-51 years-widow.

Is this the father of Harold etc?

Interesting isn't it. :)

Sorry I hadn't seen him - he's not on the same page as children. He is down as a 'Potter's Placer Earth' and born Stoke.

There is a likely match in 1891 as follows:
9 Gold Street Stoke upon Trent
William Keeling, lodger, single, 41, Potter's Placer Earth, b. Stoke on Trent

Head of household is Ann Hulme, a 70-year old widow and there are around 10 lodgers in the house.

RG12/2182 ED 14 Fol 57 p. 2

Look what I have found on 1837online:

Dec 1955 quarter, reg. district Stoke, death of Harold Keeling age 61
Ref. 9b 604
If he is your ggfather then the age (birth in 1894) would match perfectly with the boy in the workhouse!

thanks for the help. it is possible that my g.granddad Harold mother would have been Elizabeth/Ruth born1862 and his father William Keeling Born c1850. As this ties in with the family history we have.

The name william was also passed down through the generations. Is it possible that some one can do a bit more digging for me, for there parents.

Have a feeling that Elizabeth had

Thomas, Francis, Mary Ann and then went on to have Harrold (g.gfather) and James.

Also Elizabeth may have died when in birth with James ( she died year he was born) also need to find what quarter of 1898 James was born so that I can establish this.

Just a word to say I looked at the 1891 image again and I now tend to think her name was Ruth. Would be nice to have anyone else's thought on it.  As for James, the only one I had found on Freebmd (but then again FreeBMD is not complete) was born Mar quarter of 1897. 
As long as you haven't found any marriage for a William Keeling to a Ruth (I haven't found any) you won't be able to trace Ruth previously unless you order a birth certificate for one of the children where you will find the mother's maiden name.
