Wonder if anyone could help me please
I have a relative name Herbert George Dando
b. 14th April 1913
m. Sept quarter 1938 to Irene May Salter @ St Savouirs church, Cardiff
d. 1983 South Glamorgan

I know from his marriage cert that his fathers name was Frederick and that Frederick was deceased before Herberts wedding
Unfortunately I dont know where Herbert was born, or his father
I cant find Herbert George Dando's birth on free bmd or ancestry.
only his death on Ancestry
How can i find out where he was born to find his mothers maiden name?

Have you been able to find out who the named witnesses were - could be useful information if one or more were Herbert's relatives?

If you can't find his birth, it might mean he was registered with a different name, or wasn't born in England or Wales.  If you buy his death cert it should give his place of birth on it, but of course there's no guarantee that it will be accurate.

If the birth year was taken from the death certificate it might well be wrong. There is a birth registration in Q2 1916 Cardiff 11a 709 for George H Dando that might be worth considering.
