Announcement in London Gazette,Telephonists

I am unsure where to place this query so this looks like the best,apologies if not correct.

In the London Gazette, 4, December,1925,I have come across a piece which reads ...
Telephonists,and then some names with  places such as my Aunt,s, Liverpool.
My question is, what was she doing being named in that  Newspaper,she was only 16 years old.
She did later work in the Civil Service rising to the position as Captain,this was after living in Hungary for a number of years.
Any thoughts or knowledge would be very welcome.

Is it not just a list of people who have passed that certain civil service exam? If seen similar notices in the Gazettes (there are also Edinburgh and Belfast editions at certain dates).
Away sorting out DNA matches... I may be gone for some time many years!

The heading of the section is on page 8038.
Civil Service Commission, December 4, 1925.
In pursuance of the Provisions of His Majesty's Order in Council of 22nd July, 1920, the Civil Service Commissioners  hereby announce the undermentioned Appointments, Promotions, Transfers, etc. (including Assignments to the Clerical Class, etc.), for the months of October and November, 1925:-


The names are then listed under the categories;
After Open Competition
After Limited Competition
Without Competition

Thank,s to both of you for the answer,s, knowledge,and time to my query.
So to sum up, she must have applied for a position with the CS and was successful,this  fits in with what little I know about her very private and secretive life onwards and maybe why she and her Aunt lived for a number of years in Communist Hungary.
