Mosher, as a general rule you will get more info on ship passengers / crew at port / country of disembarkation rather than embarkation.
Not to say they don't exist, but only rarely.
Maybe need to check government gazettes or police gazettes, especially if you think there may have been a missing persons notice. Don't know that many of these are online, though??
