This is a real long shot but...... Henry wouldn't have been living in Worcester in 1851 would he? I have been searching the 1851 census for Joseph Grainger/Granger and his wife Rosehannah (maiden neame Heath). This is the entry:
25 WELLINGTON STREET

POWELL,   HENRY , HEAD, M, 28, 1823   STOCKTAKER   BANBRIDGE, HEREFORD
MARY ANN   , WIFE   M,   30   1821      DUDLEY, WORCS
