The same household  is listed on the 1901 census. Father's occupation Tailor, two sons are Asst. Tailor. Also at the address is John's father Owen.

see : Wickham household - 1901

If you look at the building return Form B1s you can see that the address is listed as a tailors shop in 1911 and a private dwelling in 1901.

this looks like the best possibility for Thomas's birth from the BMD INdex :

  Name: Thomas Wickham
  Registration district: Mullingar
  Event type: Birth
  Quarter and year: Jul-Sep 1883
  Volume : 3 / Page : 243

and there's a possible marriage for Thomas and Brigid in the same area in 1915 :

  Name: Thomas Wickham
  Registration district: Mullingar
  Event type: Marriage
  Quarter and year: Apr-Jun 1915
  Volume : 3 / Page : 202

  Name: Brigid Reilly
  [same index references as Thomas]

You can order Certs from the GRO using these details to see if they fit the clues you have. See :

Details included on a Birth Cert

some Wickham directory entries :

 1870  (Slater's)
James Wickham, Mount st, Mullingar - Tailor

 1881
John Wickham John, Mount st, Mullingar - Tailor

 1894
  J. Wickham & Sons, bakers & tailors, Mount street, Mullingar
Owen Wickham, grocer & spirit dealer, Mount street, Mullingar

 1938  (Thom's)

   J. Wickham, tailor, Mount St, Mullingar

There are several Tailors listed in Mullingar in Slater's 1846, but no sign of anyone with the surname Wickham running a business at that stage. It's possible that they were employed by one of the other Tailors listed - see : Mullingar 1846 listing - page 1  & page 2   (pdf files)

http://www.irishnewsarchive.com/

If you choose "Westmeath Examiner " as the newspaper, then  type "Wickham Tailor Mullingar" you will see ads they had for their shop c. 1902. To see the full items would cost 10 euros, there are 31 hits in all.
