Cumberland Industrial Training Ship

A relative is listed in the census as an inmate on the Cumberland Industrial  Training Ship. 

My research, although brief, hasn't uncovered any information about the Ship.
Thinking some fellow rootschatter may have discovered or uncovered information and is willing to share.
