Out of town Workhouse?

I have an elderly relative who spent much of her life in Bermondsey.  In the 1841 census, the only person that fits appears to be in the " Bermondsey Merton Establishment" in Merton.  Is this some out of town workhouse where paupers were shipped to?  Although she was back in Bermondsey in 1851, the only credible death entry is Q2 1860 in Croydon RD suggesting that she may have died in Merton.
Her name was Catherine Taylor b~1787 St Georges West.

Yes, it wasn't uncommon for there to be arrangements of this sort.

 - the only thing I can find reference to is Church House in Merton which was leased by Bermondsey and used as a house for pauper children from 1820 to 1845.
