I couldn't find Andrew in 1910.  According to his 1918 WWI draft reg card, he and Jennie were living in Los Angeles.  If he can be found on a census in 1910, it might provide additional clues.

I realize the descriptions for Jennie and Virginia don't match, but is there any chance Jennie is a nickname for Virginia and that her census information was given incorrectly for one of the census returns?

I would think a carpenter could use his skills in building ships.  What year was he in San Diego?

A 1944 voter registration list for San Diego has Mrs. Virginia M. Forbes, 1937 Orange, housewife, Democrat.  No other Forbes listed with her.
