Not sure whether this helps, but this page shows the enumeration districts for 1891 and includes Victoria St (within hamlet of Brithdir) in Parish of Gelligaer, Pontlottyn East.

Most of the streets in the same district, including Heol Evan Wynn, can be seen on the map of Pontlottyn.

Thanks, Morgan. That does appear to be the correct Victoria St and looks to me that it is in the Village of Pontlottyn.
