Very Strange, as this would have put Levi at 61 years and Mary at 63 years at birth of Iris. and her birth says her mother maiden  name is Rowlands ?

Iris could be the daughter of Levi's daughters Mary or Jane? Only the birth certificate can provide the answer

Yes It could well be, and her grandfather could have signed as her father on marriage cert.. Will have to buy her birth cert..

The father did not have to be there at the marriage.   The registrar takes down the name from the person getting married and enters it. 
Only the witnesses sign.   Was he a witness?   Who were the witnesses as sometimes they can give a lead?

Would be the wrong area though, as Levi was born in Cheshire. Can't find a birth in BMD but found him with his parents at Horton, Cheshire in 1861:

Looks like the Rowlands were Non-conformists. By 1871 they have 3 more sons: John, Simeon and Jeremiah!
