1900s childhood in Ajmer

I wondered if someone could do some restoration on this wonderful photo. It belongs to a friend who grew up in India and the child in the cart is his mother Eliza Collis born about 1897 in Ajmer India (now Pakistan).

There seem to be alot of compression here do you think you can rescan without compression and resize it physically . There is a great tutorial if you need help

I confess I don't really understand if I am doing the right thing here.
The original was scanned at 300 dpi and saved as a colour jpeg but of course it is too large to post. Using this scan I have resized it in Irfanview  keeping the dpi the same and it is now under 500 KB.
Please tell me if this is better.
