Hi

I think St Pauls in Oriental Road covers Pembroke Road, looking at google earth doesn't appear to have a graveyard.  Pembroke Road is very close to the town centre. Are you sure he wasn't cremated, Woking has a crematorium.

Perhaps an obituary would help, local papers are Woking News and Mail / Woking Herald / Surrey Advertiser

Hi there. I come from Woking originally. It probably depends on their religion - Catholics are buried in the cemetery by  St  Edwards church, Sutton Green or in Brookwood Cemetery.  Many different religions are buried in Brookwood Cemetery. There are a couple of closed cemeteries ( Protestant)- at St Peter's, Old Woking and St John's in St Johns village. As mentioned there is the Crematorium just outside St John's village. In those days a Catholic wouldn't have been cremated.
All the best.

Hi

The burial guide at the top of the Rootschat Surrey board gives a link, almost immediately, to the Anglican parish registers deposited at the Surrey History Centre

http://www.surreycc.gov.uk/sccwebsite/sccwspages.nsf/LookupWebPagesByTITLE_RTF/Guide+to+parish+registers+held+at+Surrey+History+Centre?opendocument

If you look for Woking it gives an indication of the date of the final burial register for each church.

St Peter's Old Woking 1932
St John the Baptist 1954

are the only two Anglican churches with a burial register. The right to burial in an Anglican churchyard is for parishioners.

The link to contacting Brookwood Cemetery is in the guide.
