In the 1911 census, I've come across the occupation "Improver" working in a Grocery shop.  ???

Does anybody have any idea what he might have done?

From the OED; Improver - A person who works at a trade under an employer for the purpose of improving his or her knowledge or skill, and accepts the opportunity of such improvement wholly or in part instead of wages.
