The younger man is wearing a long service good conduct medal - his left with the scroll suspender - for 18 years service. White edges were added to the ribbon in 1917. So it is later than that. Service under the age of 18 did not count so he was at least 37 - it was usually presented in the 19th year.. If he served after 1920 his record will still be with the MOD. His other medal could be a WW1 British War Medal, but these were always issued as a pair with the Victory Medal to the army. So I am not sure.

The older man's third medal looks like the Imperial Service Order - for service in the civil service - 25 years at home, 20.5 years in India or 16 years in the tropics. The award should be listed in the London Gazette. Ribbon was crimson, blue, crimson.
