... I think your piece is art deco, about late 1800s to early 1900s.

Sorry to be picky but Art Deco style was interwar - ie 1920's to 40's.
If you mean Art Nouveau, that style was around 1890s to 1910s.

Sorry to be picky about something else, but annealing is an heat treatment to soften  a metal or return it to its original state. With gold,silver and copper heating and quenching in a liquid or air cooling would do this.[ To anneal steel you need to heat it and then put it in sand or some other material to slow down the cooling, if you quenched it you would harden it.]

I used to muddle up deco and nouveau ... until someone told me the way to remember was that nouveau pieces invariably depicted something from nature ... N for nature and N for nouveau !!

So YT - what is it called when something is stuck to something else in gold (or silver) - is it still soldering??

 Probably welded being gold.
If it was silver it could be silver soldered [different to lead/tin solder used on copper, although nowadays you cant use a lead based solder on pipes used to carry potable water]
A weld is a fusion of the two surfaces.
Solder is a bond of another substance [solder] between the two surfaces.
