I've just found George Henry Pickers in Electoral Rolls.
Will have to dig a bit deeper as Charlotte is in same suburb but not living with him.

In 1954 G Hy is with Lorna Clare & Gretta (clerk) at the same address.
Ann Charlotte at 3 Durong St same area.
1958 he's with Laura, no Gretta same address
Charlotte at her address.
Another family mystery for you 

Sorry forgot to add 1913 census they were together in the suburb of Herbert in Townsville Qld.

Have been looking into this over the past day or so and believe I have found the family on the 1891 Census although you will probably say 'that's not them' and think I'm off my trolley!!   The reasons I think this is them are: a) it would seem that Ann Charlotte was actually known as Charlotte according to things you have said, b) most of 'your' Mitchell family end up in the West Ham area, c) the family I will list do not appear together before or after 1891 Census, d) wife's birthplace given as Limehouse and most of children's birthplaces fit also.

Most of the census is just initials (at least 2 of which are wrong) and think enumerator must have written up his notes later - clearly the family weren't too helpful.

I believe that the 'E. H.' should actually be G. W. - there was indeed a George William Mitchell born Poplar in Sept.qtr.1841 - George William Mitchell's death is recorded in the Jun.qtr.1892 West Ham.
'E' = Eliza who was indeed born in Limehouse.
'G' = George William bp.10/7/1868 Poplar
'C.G.' is, I believe, Elizabeth Ann (there was no Mitchell with these initials anyway) - although baptised in 1/1/1873 it states she was b.16/1/1870 but the year is an error and should be 1871 (reg'd Mar.qtr.1871 Poplar plus she was only 2 months old on 1871 Census).
'J' = James Thomas b.10/10/1872 and baptised with Elizabeth 1/1/1873
'Chas.' = Charles Henry b.4/9/1874, bp.9/7/1875
'Hal.t' = a son bc.1877/8  no idea what this is supposed to be and from hereon in no baptisms to help either.
'A' = Arthur John - birth reg'd Mar.1881 Poplar (as opposed to West Ham)
Charlotte - this, I believe, is Ann Charlotte reg'd 1882 Poplar (as opposed to WH)
John - born 1886 West Ham
'Flora' = should be Florence b.1889 West Ham.

(not sure where son William Richard was in 1891 but he pops up later in West Ham).

Sometime in the mid 1880's the family moved to West Ham and I can find a number of the older children there in 1901 - I cannot find widowed Eliza and the younger children in 1901 anywhere - but she and the younger 2 are there in the next census (I can't give details).   Think that Eliza lived to a goodly age as there's a likely death entry for her - Sept.qtr.1935 West Ham.

The only child's name that I can't figure out is the son bc.1877/8 in Cubett Town (comes under Poplar regn. district). 

Will leave this with you to ponder.

You have put a great deal of work into this, I had previously seen this but had decided to dispence with it, I never realised there were so many children, I am going to put this away till tomorrow now, I will have a sleepless night if I dwell on it at this late hour

I haven't been able to find Eliza on the next census's so will have a look at that as well

The road is Cundy Road but it looks like Lundy Road.

I have copied off the details you sent and am going to sit with a coffee to collate all of these names, I will check it with the info I have re baptisms, the West Ham bapts I can't look at till I go to the ERO, when I can find a whole day out, I am astounded to find out she had 10 children and 9 survived, pretty good if you ask me.

I can't fathom out the child born 1877/8, Halt? whatever that is short for, unfortunately the Mitchell surname is quite common, having checked on West Ham births I think I will wait till I can get my day out to check baptisms, they lived round the Tidal basin area.

Chas Henry lied about his age to join up, he also got muddled with his birth date and baptism date and year, I sorted that out thankfully

Still trying to find Eliza and more siblings on 1901 with her husband

Somewhere along the line it is shown that Ann Charlotte's father was Alfred Arthur, well this, in my opinion, is wrong, I didn't know who he was but it looks as if he was her brother shown as a witness at her marriage, another problem solved

Well persistence pays off, I think this is them, thrown by Eliza's age looks like 53/55 but she should be 58,
