I rather think that 'Penny Music Sheets' were sheets of ballads (as Ray T suggests) which were sold for one penny, rather than being music for the Penny Whistle.

Hello everybody -- I'm transcribing some letters written by my Grandfather to my Aunt in the 1930's. He sold sheet music in Chapel Market, Islington. Not very profitable for the poor fellow as one can see from this excerpt!

"Meanwhile, your poor father is having a very rough time with his ‘Music’. This heat wave shut down all the pianos last week and this week and I am facing a very bad patch. It is hardly an over- statement to say that this week was a ‘blank’— no rent; couldn’t even cover my most modest expenses.
There isn’t a favourite song on the market, please Heaven something may happen along soon to give the Music a lift up."
