I think it is a little bit earlier - early to mid twenties.  I am basing this on childhood pictures of my mother (b. 1914) and her sister (b. 1906)  The haircut and clothes are very reminiscent of photographs, especially of my aunt. Hannah

There are quite a variety of hairstyles - and clothes!

One of the girls is probably related to me - but unfortunately I don't know which!

I have seen a very similar school photo of my mother which was taken around 1930. The clothes and hairstyles were almost identical to these girls.
Sadly my mother's photo got lost in the post when she sent it to my cousin, so I can't show it to you as a comparison.

Yes, it looks like a rossette made of ribbon.

I did wonder if it signified being a prefect or moniter of some kind.
