"Quartered" Arms means that somewhere along the way someone married a heraldic heiress.  Heraldic heiresses may or may not be the heiress of an estate but they are the heraldic representative their father &/or family that has expired in the male line.  In this case, Francis' father, grandfather or great-grandfather married the daughter of Oldfield of Bradfield.

So here the Hall Arms would be displayed in the 1st & 4th quarters (top left & bottom right) and the Oldfield Arms displayed in the 2nd & 3rd quarters (top right and bottom left). 
Plowman - Dorset
Gollop - Dorset
Taunton - Dorset
Carver - Norfolk
Oyns - all
Tweedy - all
