Not too sure what the flag is, but the red lion on yellow is Scottish.
Black - Aberdeen
Milton - Aberdeen
Houston - Canada, Ireland, Scotland
Joslyn - Canada, England
Ross - Scotland, Ireland

Looks like something produced for a Coronation or similar.  Flags or emblems of UK and Empire/Commonwealth countries are visible.  Probably unofficial.

The use of the Red Ensign for the Australian and New Zealand(?) flags might help pin down a date for the flag:

Quote
From 1901 to 1954 the Red Ensign was used as a civil flag by State and local governments, private organisations and individuals...it wasn't until the passage of the Flags Act 1953 that the restriction on civilians flying the Blue Ensign was officially lifted after which use of the Red Ensign on land became a rarity.
And even more dating evidence:
Quote
In 1908, the current Commonwealth star of seven points replaced the earlier six-pointed star.

Definitely something mass produced as the Union flags on the left are upside down.

Irish harp in shield bottom centre so before 1921.

If a coronation item... possibly George V- May 1910 or Edward VII- 22 Jan.1901. 1837 Queen Victoria probably too earlier & 1936 Edward VIII too late (although not crowned souvenir items were produced).
Away sorting out DNA matches... I may be gone for some time many years!

The design of the South African flag on the left was not adopted until May 31st 1928. Until then the Union flew provincial flags in those provinces and the Union Jack on government buildings.

I cannot reconcile this with the Irish Harp also shown as that ceased to be a part of Great Britain well before that. I think this flag may remain a mystery.
Southern or Southan [Hereford , Monmouthshire & Glos], Jenkins, Meredith and Morgan [Monmouthshire and Glos.], Murrill, Damary, Damry, Ray, Lawrence [all Middx. & London], Nethway from Kenn or Yatton. Also Riley and Lyons in South Africa and Riley from St. Helena.

The Canadian flag in the image was used between 1921-1957.

The South African flag was used between 1928-1994.

And as PrueM has quoted, Australian flag was used between 1901-1954.

So that narrows it down to 1921-1954  ;D
