Have you thought about posting the information from this certificate on a postem on the entry on freebmd  http://freebmd.rootsweb.com/cgi/search.pl

As for Thomas bn Tredegar it is possible that his birth was not registered this early on in registration.  :-\

(Ummm .... its Skenfrith !   And Dingestow is in Monmouthshire, not Herefordshire !   I work there ... )

I am waiting on another certificate now, but you might be right about not being registered at all !  
If it's not right this time I'll  not bother again - it's too expensive !!!
