I think that the birth certificates are the only way really, BUT the both girls have their mothers surname I would be suprised if it states who the father or fathers are
 You may never know that's the sad thing about these situations... the other poss is to get one of the girls marriage certificates , BUT it could well say Albert Toyer because he married their mother and really adopted them.
