It is required for a late registration.

What was the period between the birth and date of registration?

Baby Ann was present for the registration - 2 months to the day after she was born.

I have checked some other certs where the registration was several months after the fact, baby present in some, not in 2 instances though...none have this 'declaration'. All these are registered by one of the parents.

Births were required to be registered within 60 days of the birth.  I guess some local Registrars were more alert than others.
