Your profile doesn't mention where you are located ....

Several locations in Ireland (National Archives, Dublin City Library etc) have R.I.C. records or films of them and FamilySearch/LDS also have a collection of films which can be ordered. These show the service records for RIC men, which include this postings, promotions, county of birth and the name of the person that provided their reference when signing up... etc

You can also order a copy of a service record from the P.S.N.I. (Police Service of Northern Ireland) Museum, for a fee - see :

   P.S.N.I. - R.I.C. / Genealogy

Order this film from the LDS and it will give you the same information P.S.N.I are offering.

I had this film out last month but unfortunately have now sent it back or I'd do a lookup for you.

You will find a little more on Samuel on IGP Archives. See
http://www.igp-web.com/IGPArchives/ire/wicklow/military/ric-wicklow-1846.txt

The date of his marriage is recorded here and the fact that his wife was a native of Cork.  It also gives the counties in which he served.
