I don;t think you'll never know for sure but I would say that it is extremely likely that they were somewhere in that area.

By the way I think "Edwin" should be Edward who is lodging in the 1881 census with the Metz family together with his brother James.

That is a very interesting web site.

Hi Nesta,
I have a reply from the email and they cannot find the family either!  They did find son John on the 1871 with his wife Annie living in nearby North street.  Perhaps Charles and his boys were busy building Coombs Terrace?
So i think that is as far as I can go.

Hi yes that's what I think and if you look at the description of the terrace it says that it was in the middle of fields away from other houses and if they were living rough - you know like self builders nowadays occasionally do, then they could have easily been missed from the census.
