 Just found these marriages on E A.  But I can't check them  Not found any death of Robert Scanlan maybe he died elsewhere
If these are the same person he would have been quite a bit older than Margaret.

William John Bulla was born 13 April 1894 and was named after the registered father

Marriage date is given as 13 February 1894 at Partick

There are other Bulla births in Partick 1896 and 1898

You say there were other Bulla births in Partick in 1896 and 98.  Do you know who the parents were or the given names?  Margaret is in the census later as only having had one child.  See Belfast Forum link.
